INNOVATION IN RURAL AREAS AND IMPACT ON JOB CREATION: EVIDENCE FROM EU AND PORTUGAL

The main purpose of this paper is to shed light over the effects of innovation on employment in particular for the case of the EU and Portuguese rural areas. There is a growing interest in literature about the effects of innovation on employment. Some evidence is already available, yet there is still a considerable way to go in this matter. This is particularly true for the case of rural areas, with poor evidence regarding innovation taking place and practically none about the effects of innovation on employment. This paper builds on statistical and case study data. Its conclusions suggest a positive impact of innovation on the rural job qualification and that a rural location might favour job creation by the innovative firms comparatively to an urban location.

One of the strategies adopted in many western countries has been the creation of idea or project competitions.
The aim of this research is to study the effects of these competitions on participants, in Portugal.
The objective was to evaluate whether the participation in the competition contributed to the participants’ willingness to create a company and capacity to make good projects, gather resources and actually create startups. The results show this kind of competitions plays a clearly positive role in the creation and diffusion of the entrepreneurial spirit, something the European Commission talks about.”

La situación de pobreza extrema en el África Subsahariana está conduciendo a fuertes corrientes migratorias hacia Europa, que en el contexto de la limitación a la entrada de inmigrantes de la Unión Europea origina un indeseado aumento de las vías ilegales o irregulares, a menudo con consecuencias dramáticas en pérdida de vidas humanas. Una de las regiones más afectadas como destino de estos flujos, en la frontera Sur de la Unión Europea, es Canarias. En este contexto, el GEPEP, en colaboración con agentes e instituciones locales, está realizando en la actualidad un proyecto para el diseño de planificación estratégica orientada al desarrollo para la región de Saint Louis, Senegal, uno de los principales focos emisores de emigración irregular, que contribuya a reducir la pobreza y la emigración.


THE EMERGING ROLE OF MOZAMBICAN SMALL URBAN CENTRES IN LOCAL DEVELOPMENT: THE CASE OF CAIA DISTRICT.

The paper takes into consideration the District of Caia, situated in central Mozambique where relevant processes, such as rapid urbanization and empowerment of local administrations, are involving small urban centres situated along the Zambezi River. The most important factors that influence the growth of such small urban centres are individuated and analysed. Moreover, attention is paid to actions and policies undertaken by district authorities to intercept new development opportunities and to manage the population flow from rural areas. Finally, transformations affecting small towns are analysed, together with the instruments implemented by the administrations to avoid the negative effects of a rapid and unplanned urban growth.


AVALIAÇÃO DOS IMPACTES DE EXTERNALIDADES ASSOCIADAS AO TRANSPORTE AÉREO EM PORTUGAL E EM CABO VERDE

O transporte aéreo é reconhecido pelos impactes económico-sociais no desenvolvimento sustentado das regiões. Infelizmente também gera externalidades negativas que afectam o bem-estar de utilizadores e de terceiros sem que para tal haja qualquer compensação. Este trabalho avalia os impactes do ruído e da poluição atmosférica, e identifica os instrumentos e as medidas que permitem internalizar os custos respectivos no preço final. Os resultados obtidos apontam para valores dos custos externos do ruído e da poluição atmosférica associadas ao transporte aéreo em Portugal e em Cabo Verde, entre 2000 e 2015, e aquilatam do peso que tais custos terão nos orçamentos para a saúde dos respectivos países se se mantiverem as condições actuais.
