One of the relevant factors for the development of all EU countries and regions is their different endowments of human, natural, geographical and intangible resources. Considering, in particular, natural and geographic resources, these disparities generally call for specific policies for certain sectors (water, energy, environment, forest, etc) which have a national or trans-national dimension but must also take into account the different regional endowments or the different regional effects that of national policies. This is one of the central issues in territorial planning.

In the year 2006, a number of important policy debates on this interaction between development and territorial planning will take place in Portugal: a new EU financial framework has been built, the first National Territorial Planning Program (PNPOT) is being discussed, different Regional Territorial Plans (PROT) and Municipal Zoning Plans (PDM) start to come to light… The 12th Congress of APDR, held in Viseu 2006, was an excellent opportunity to debate these issues of territorial planning and its relation to the regional and local development of the country.
