Circular Economy, Urban Metabolism and Regional Development: Challenges for a Sustainable Future
The concept of Circular Economy (CE) is not new in the academic and scientific debate, but it is gaining importance in the current European Union context with the promotion of the Circular Economy Package, and in Portugal, with the publication of the PAEC - Action Plan for the Circular Economy in Portugal (RCM nr.190-A/2017, December 11th). The concept of urban metabolism and its processes, stemming from urban sociology and ecology, are being recovered and becoming pertinent in the CE framework. The shift from the linear economy paradigm to the Circular Economy will require a deep reorganization of the economy and society which, in the long run, should lead to a progressive decoupling of economic growth and increased consumption of resources. Advances in the definition of concepts and processes are evident in the theoretical framework, but there is clearly a deficit in methodologies and their applications. The PAEC provides an opportunity to: (i) disseminate the principles of CE so that they are appropriated by society and reduce the gap separating Portugal from other EU countries; (ii) encourage stakeholders in the value chain of relevant sectors to make a more efficient use of resources; (iii) coordinate regional agendas both internally and with each other so that CE can contribute to the appreciation and enhancement of their territories. By choosing "Circular Economy, Urban Metabolism and Regional Development: Challenges for a Sustainable Future" as the central theme of the 25th APDR Congress, we intend to go deeper into these issues and discuss examples of best practices. Some of the questions that will guide our discussion and debate include: Does this paradigm shift to CE imply a reconceptualization of regional (and urban) development? How to adapt the principles of CE to develop strategies in different territorial contexts (heavily urbanized areas, island territories, low density areas ...)? What are the implications for spatial planning? How can we improve the urban and peri-urban metabolism? How can urban regeneration and rehabilitation policies be framed in this context and what are the consequences? How can CE principles be applied to the tourism sector? Can the end of the crisis and the real estate recovery jeopardize the transition to the CE? How can networks and mobility systems be adapted to the new paradigm? What are the options regarding energy production and consumption? What changes are needed in the agri-food sector and in the articulation with distribution and retail? What needs to change in consumer behaviour? What is the role of services in the transition to CE? To what extent do technologies and paradigms associated with territorial intelligence support CE? How can CE affect regional production specialization? How to conserve and make sustainable use of oceans and marine resources? The Congress will include a Policy Forum, Plenary Sessions, Special Sessions, Conferences and Round Tables, Workshops and Parallel Sessions. Moreover, the Parallel Sessions will comprise: (i) communications submitted to Regular Sessions (RS) and proposed by the organization; (ii) communications submitted to Special Sessions (SS) and proposed by participants, apart from discussion topics included in workshops proposed by the participants. The communications presented at the 25th APDR Congress may be published in the Revista Portuguesa de Estudos Regionais (RPER), on top of the publication in the Congress proceedings. Thus, interested authors should submit their manuscripts, even if they are revised versions of the work presented at the Congress. There is no deadline for this submission. The texts must be formatted according to the RPER publication standards (see http://www.apdr.pt/siteRPER/PT/submeter.html).
